Married and the father of a baby daughter residing in Erieau. IT was reported that Cecil had passed his exams and was promoted to the rank of Petty Officer.
Cecil joined the Navy in 1942. He trained at HMCS Cornwallis and later at Halifax. The CDN16/09/44 reported that he was aboard HMCS Niagara. He had joined the as an oiler on the steamship Alexander Leslie.
